NCASS Rules

The Northern Chartered Accountant Students' Society

SEPTEMBER 1998

1 NAME

The name of the Society shall be "Northern Chartered Accountant Students' Society" hereinafter called "The Society".

2 OBJECTS

The objects for which the Society is established are:

a) to further the interests of its student members in matters of education, training conditions of employment and all other aspects of their professional development as chartered accountant students.

b) to arrange cultural, social and sporting events

c) to act as a means of communication and liaison between its members; between them and the National Student Liaison Committee (hereinafter called "NSLC") and between them and members of the Institute of Chartered Accountants in England and Wales, hereinafter called "The Institute".

d) to do all things necessary to attain these ends.

3 AREA OF SOCIETY

The area of the Society shall be that covered by the Tyne and Wear and Teesside branches of the Northern Society. and other members living outside this area as notified by The Institute.

4 MEMBERSHIP

a) Ordinary Members

Any person who is serving under an ICAEW Training Contract with a member of the Institute, or the Institute of Chartered Accountants of Scotland, or the Institute of Chartered Accountants of Ireland, hereinafter called "The Scottish or the Irish Institutes" or who is eligible to present himself as a candidate for an examination of the Institute shall be eligible to become an Ordinary Member of the Society on application to the Secretary..

b) Special Members

Persons eligible as Ordinary Members who, by reason of living some distance from Local Centre, are unable to attend conveniently the meeting of the Society are eligible as Special Members.

c) Qualified Members

Fellows and Associates of the Institute (with up to a maximum of 5 years membership of the Institute) shall be eligible to become Qualified Members.

d) Honorary Members

Honorary Members are those persons not in the above categories that the Committee invites to join the Society.  Such members are required to pay a same annual fee as a Qualified Member.

e) Procedures

Every person desiring to become a Member shall send to the Secretary an application in writing, setting forth his name and address and qualification for Membership, and if serving under a Training Contract also the name and business address of his Principal.

Such application shall in the case of an applicant who is serving under a Training Contract automatically confer upon the applicant the rights and obligations of membership of the Society. In the case of others the application shall be considered by the Committee whose discretion shall be absolute.

An Ordinary Member, upon his admission as a member of the Institute, shall ipso facto become a Qualified Member as defined by these rules.

The rights and privileges of every member shall be personal to himself only, and upon his ceasing to be a member from any cause whatsoever he shall thereupon cease to have any claim upon, or any interest in, the property or funds of the Society.

5 OFFICERS OF THE SOCIETY

The Officers of the Society, all of whose duties shall be honorary, shall be elected at an Annual General Meeting, and shall consist of a President, a Vice President, a Chairman, a Vice Chairman, a Secretary and a Treasurer.

The duration of the President's term of office shall be a maximum of three years. Other Officers of the Society may not serve in a particular capacity for more than two calendar years consecutively and shall be re-elected annually.

6 COMMITTEE

a) The management of the Society shall be vested in a Committee consisting of the Officers of the Society and not more than 13 other members. At least two members of the Committee should be Qualified Members.

b) The number of Ordinary Members and those members who are within 2 years post completion of their Training Contract on the Committee should not be less than half the total number.

c) A quorum shall be 4 members including at least one Officer of the Society.

d) The Committee shall have power to co-opt additional members to the extent that no other provisions of Section 6 are violated.

e) Any member of the Committee absent from 3 consecutive meetings without reasonable cause and express Committee approval shall cease to be a member as from the date of the third such meeting.

f) Members who have served on the Committee for 3 or more years since they were last elected must offer themselves for re-election at the Annual General Meeting.  If no such members exist then the two longest serving members since being elected must be re-elected.

g) Members who joined the Committee during the year must offer themselves for re-election at the Annual General Meeting.

h) The Committee shall be empowered to fill any casual vacancy created by the death, removal or resignation of any member of the Committee or Officer of the Society.

i) The President of the Society shall be appointed annually by the Committee, in the Committee Meeting following the Annual General Meeting. The Vice President of the Society shall be the Vice President of the Northern Society.

j) Further positions on the Committee to be appointed (2-4 positions) following the Annual General Meeting include:- 

·                     Branch societies Representations (1 position per branch society)

·                     District Society Representative (1 position)

·                     Dinner Secretaries (1-2 positions per dinner)

·                     Education and Training Representative (1-3 positions)

·                     Sport Secretaries (2-4 positions)

·                     Any other position (as required) ,

k) The Committee shall have the power to form any sub committee as seemed necessary with power to co-opt additional members (who need not be members of the Committee) to such committees.
